The Maryland Home Improvement Commission is conducting an investigation after a woman acting as a contractor allgedly refused to finish a project she had started and worked on without a license.


On Aug. 7, 2013, Christina Raye Adams of Bushwood agreed to undertake a written home improvement contract with an Owings resident for a total contract price of $28,550. She eventually was paid $37,250 to design and construct a finished basement family room, according to charging documents filed in Calvert County District Court.


On or about Nov. 13, 2013, Adams refused to finish the project or to return to the residence where she was working, the charging documents state.


During the investigation, the executive director of the commission discovered that Adams did not have a home improvement license, although she acted in the capacity of home improvement contractor. This is a direct violation of Section 8-601(a) of the Annotated Code of Maryland, the charges state.
