OCEAN VIEW - A Saturday traffic stop lead to the arrest of Maryland man in connection with an alleged 2013 home improvement fraud incident, Delaware State Police said today.


Michael M. Eline, 55, of Snow Hill was charged with home improvement fraud and was released on $50,000 unsecured bond.


According to police, Eline was stopped by a Bridgeville police officer Saturday afternoon for speeding and turned over to state police due to a warrant issued for his arrest. The incident occurred in April when Eline, of Chelsea Builders which no longer exists, was hired by an Ocean View man to complete work on his Captains Court home. Eline submitted a written proposal for the work to the 44-year-old victim, who then provided Eline with a more than $3,500 deposit, police said.


By December, none of the work has been started and, even after multiple request, Eline had not returned the victim's money, police said.
